I myself play with NCE mod (not created equally), and I use it for soldier rewards on missions, as they are always 'super soldiers', starting with a certain aim, will, mobility, and hacking, which I like to randomize. I was NOT able to do so during a mission, as it states it doesn't recognize the command. If setting it while viewing your soldier roster, you will need to close it and open it again to see the changes.
